E. C. "Buddy" Waters was hired by the City of
Winter Haven on September 9, 1974 in the Traffic Department.
On February 5, 1979, he was
promoted to a Police Officer position. He
was assigned to the Detective Division in May 1983 and promoted to
Detective I. In May 1985 he achieved Detective II
status. Following his promotion in September 1987
to Sergeant, he returned to the Patrol
Division. From 1981 until 1989 he was a member of the
Emergency Response Team.
In November 1994, after serving as Acting Lieutenant, he was promoted to the full position of
Lieutenant in November 1995. He was promoted to Acting
Captain in July 1997 and assumed the full position in
October 1997.
Honors
awarded him in past years include
September 1996 Departmental Employee
of the Month award, WHPD Officer of the Year for 1996 and the
City of Winter Haven Police Department Employee of the Year for 1997.
In October 2002 he was promoted to Major
and served as Interim Chief of Police from October 2003
until May 2004 when he was appointed Deputy Chief. On
June 23, 2008, he served as Interim Chief until October 1, 2008, when he
was appointed to the position of Chief of Police by the City Manager. |
