There are five volunteer chaplains assisting the Winter
Haven Police Department. Chaplains attend a luncheon meeting
once a month with the department’s Administration and
Investigative Bureau supervisors. Our chaplains try to
facilitate an inspirational moment for department members
once a week. They are visible around the station and the
community with their labeled polo shirts and wind breakers.
They attend the Police Memorial Service in Lakeland with
department representatives every year. Chaplains are present
for promotional and recognition programs held in the
community room. They wear a Class A uniform for these
occasions. Our officers have called out our chaplains
for death notifications and with serious traffic crashes.

Our chief chaplain, Reverend Cliff Dollison,
received the Optimist International’s Law Enforcement Award in
2005 from the Winter Haven Optimist Club.
Reverends Craig Smelser and Lucian Oulette have attended the
International Conference of Police Chaplains (ICPC) regional
conference. Both of them have completed the course on the
National Incident Management System (NIMS). All WHPD
chaplains are members of ICPC.
